I believe this song is someone arguing with their own mind. When you go insane you want control even though things are spinning out of control. So it's talking about when that moment comes will she still want control even if she doesn't

in the second verse someones dead the blood adn their drawing flies mainly due to decomposing of the body, the blood tranfusings into the paper im guessing wrapped in since the persons decomposing their skin is plasticy and im guessing she has full comtrol now cuz the person is dead.

It could be that there's TWO speakers in this song. One thing's for sure, one person is dead. The first speaker (if there is more than one) seems like a medical-type of person. They're wearing a white suit and latex gloves. It seems like the two knew each other before, because she says "this time" like they met under different circumstances in the past.

The speaker might be trying to comfort the other party, by mentioning they're bringing forth new life, in the form of maggots in their decomposing corpse.

I'm not sure about the chorus. Is it the dead body saying this to the person giving them the autopsy, like they're pleading to regain control? Maybe, they're asking themselves if that's even possible?

It's possible that the person inspecting the body is asking themselves this question. If they were dead (and they're speaking to their body) would they still be able to want "control" even when the body doesn't?
