"Your balls are turning blue" pretty much sums up the song's meaning to me. Obviously someone isn't putting out.

I think even though the song is in first person so it sounds like the guy isn't putting out, I really think it's the other way around. He's trying to mold himself into what she's into just to get in her pants. And she sees through his whole plan.

Well, given that this was originally written and performed by Guy Forsyth, I'd say you're right on the money (except in the original it wasn't necessarily apparent if the woman saw through the guy's plan).
