I was just listening to a Who concert and they said it's about Billy, an unpoular, overweight kid who doesn't fit in because he doesn't smoke and drink and such. When they get older Billy ends up taking care of their children because they all die young. It explains itself.
I love his passive aggressiveness, 'One by one they're passing away' and 'little billy doesn't mind'. Looks like karma's coming back around!
