I think it's about how countries will grow sick of Americas bullshit and rise to revenge (such as Iraq) and will easily take over America if they really want to, and this mentions that they made a mistake and "the parties over" meaning America doesn't get to screw with other countries anymore.
I think, since Ramallah is (I believe) the capitol city of Palestine, just 10 KM from Jerusalem, it would make more since to me that this song, and several others by this band, are more about the Palestinian/Israeli conflict... also makes me think they may be radical Islamic sympathizers
