This song is not at all about drugs.
do you honestly think that this: ["hey man this is shit, i dont feel nothing" and hes like "dude whatever your just not paying attention, this stuffs too pure not to have an effect"]
is that what the song is really saying? listen again.
While they may be referencing evolution/creationism, i think its more so as a theme of the main idea.
"Enough bowing down to disillusion": This line is basically saying enough with bowing to things that will ultimately disappoint and that are deceiving, misleading, foundering, etc.
I think Brandon chose rogues because most people would relate a negative connotation with them, but the fact that people do that is the whole point of the song. Those who are looked down upon or criticized by society are the ones who will later change our society.

in those two lines, it really became obvious to me what the song is about. it criticizes the way of the church (penance) and the way of society (their reaction to rogues), and thanks those who do not follow the examples our society gives us.
though it may not necessarily be just abouy the church when talking about penance, it is mostly criticizing the fact that society sees being a rogue as something that is a sin and requires some sort of penance.
They throw penance back at the faces of society, and reference evolution to specifically counter that, and they use rogues to specifically counter disillusion.

I really don't think that this is Tetragrammaton. Although this song could be interpreted a few different ways, I would say it is basically saying "enough bowing down to disillusion." (and the lyrics are wrong, the song says "evolution" not "revolution.")
To me, this song saying how stupid people are for valuing "Rogues" -this is causing them to live in disillusion. "Hats off and applause to evolution" is sarcasm, (this is basically the human way of life-admiring what really should not be admired, and evolving into rogues (dishonest people) ourselves [as a whole]
On top of that, we are ignorant - if you think you are not affected by the world's disillusions, "you're not paying attention"
[By 'disillusions' I mean the ignorance the human race has as a whole. For example, global warming... no wants to do anything about it, even though it's a huge problem. Naturally we wait until it is too late to change.]

actually, diamondsandcoal, i think you have it a little backwards. This song is a nod to those who opposed ideas that suppress us... us being humanity, whether it's from the past or present. Take, for example, John Locke, who, before th American revolutionm , i think (i'm no historian) expressed his thoughts on ridiculous government control: if the people feel they are being wronged by the powers that be, they have the right to overthrow. I think this song is a "hats off" to those very people and ideas... but hey, interpret as you will.
I believe that this song means exactly what it says; those who question authority, and the common way of life should be rewarded.

it's talking about how the more evolved people in the world are the assholes that everybody considers the liabilities in society. ROGUES! the rogue is the person who deviates from the expectations of a whole. ex: a rogue agent is the one who broke away from protocol and is acting in an unsavory way.

I believe the "hats off" is sarcasm, but it has nothing to do with evolution/creation debate. A rogue can be a dishonest person, and when dishonest people produce false ideas they evolve, or spread out like a ripple in water that affects everyone...ENOUGH bowing down to this disillusion; be cognizant of the world around you, and figure out what you believe, not necessarily by what others tell you. That is my take. Another song that has similar ideas would be "Reconsider Everything" by 311.
