I believe this song is not about people in particular, but is about certain situations such as difficult times, where we're questioning serious things or are in uncertainty, as a betrayal of someone special, or when a problem came out of nowhere, when we least expect it. "So we descend upon them just oike vengeful wolves." - Is to act by instinct. To "fight" against these situations we often become aggressive, and take destructive measures to keep us carrying on. In the last verses, I think it's a reference to regret and/or the constant insecurity of living through it. What ensures that the decisions made were right or wrong? What ensures that, from now on, everything will be better? ''I'm not saying." - Honestly... I see it as a self-defense mechanism; something to soften those feelings, like "I'm not saying everything is already lost."

When I listen to it I hear "Who are they, to threaten our beliefs" I can see how it could go the other way too.

To me this is a song written from the standpoint of narrow minded people, bigots if you like, who do not want their beliefs challenged. They attack anyone who might challenge what they hold to be true. Not sure what the last line alludes to, perhaps the irrational reasoning people give to their terrible actions
