this seems to fit my theory
I'm pretty sure this is just a fun, jokey punk song. In particular, the way Hiro sings lyrics like, "Ol' big bad ass circle of power's comin' to getcha!" makes me draw that conclusion. Soundgarden were trying a lot of different things during this time, getting their footing and figuring out what worked for them and what didn't. This was just their way of having some fun while in the studio.

I love the vocals. They're brilliant.
a general rant on authoritarianism. makes sense because soundgarden's home country is the u.s.
though, it seems like more of a joke song.
This song's lyrics are a lot simpler than they look. It's about how every government / ruling party is restrictive and corrupt in some way, and how new leadership might be labeled as different (under different names), but always maintains strict control over its people.
