i think it might be a person who doesn't take chances, or opportunities. they're always in the same place, not moving. and they make excuses for not progressing, but inside they realise that it's their own fault that they are on that line. "settle down but don't look up" - but they are, ignorantly, content being in that place - but if they look forward, to what might have been, they will only be disappointed. the little bridge part ("it might be a shame of me..") is the protagonist (the onlooker) realising that they should probably stop pushing this person to progress, because they realise that this person is afraid that if they move, they might lose everything.

yeah, i adore the video. the colours, it's very sweet and clever.
