I think this song might be about a girl who has broken up with her boyfriend, and people are telling her "the world is over" which means in her case that the relationship is over for both of them, since the "world" could be the relationship, but yet she doesn't want to let him go (in the line "How can it all be over when I am no over you?"). But that's just what I think
