Basically a song about mortality, the brief nature of existence and the futility of warfare. Superb track.
This song reminds me of the decline of civilization. I see representations of nations such as Uncle Sam and John Bull on life support and dying. It is setting the stage for the collapse of the world. The lead singer of Killing Joke even left the UK in the late 80s because he thought a huge catacylism was going to wipe it out.
