"The basements of Hell" was the name of the studio where they recorded the album of the same name. "But then I walk down the stairs and killing joke waits for me there then we play" means exactly what it says: Jaz walks down the stairs to the studio and the band (Killing Joke) waits for him and then they play.
Although Jaz's lyrics are sparse and always seemingly bizarre, there's almost always a plain story behind them.
