I feel this song is clearly Pete Townsend talking directly to Roger Daltrey. Pete is looking back at all of the amazing things they did and all the history they made in The Who. [We did it all/Didn't we?] & [Jumped every wall/Instinctively/Unraveled codes/Ingeniously.]
But mixed in with the pride in their accomplishments is a strong element of sadness and melancholy. But one of us failed/That makes it so sad/A great dream derailed/One of us - gone/One of us - mad/One of us - me/All of us sad.]
Now Pete and Roger are all that's left of The Who. They are basically done. And Pete asks Roger to have some tea with him and to attend the theatre with him. At the end of it all, they are bonded-brothers.

This song makes me think of the two dead Who's: Keith Moon and John Entwistle...I think that's why they use a drum machine and very little bass in the song. It's quite emotional when you consider those two people: Keith Moon was the theatre; flailing around, actring out all the time, being Crazy. John was definitely the Tea, just there, as if to say "Right, i'll just be back here with a cuppa tea, chilling out.
Pete wrote a beautiful song for his dead friends.

i think the who are refering to their legacy, this is the last song that they play for all their live shows. it just basically sums up all the great things The Who have done.

its the end of the mini opera. the main character has just died and the band has broken up because the two left were in love until the one of them killed the main character.
I think this song is about a relationship with someone that the main character loved being ended and him looking back on it with mournfully "Wired all the roads So seamlessly. We made it work. Pete is defiantly talking about someone he loved, "Lean on my shoulder now. This story is done." This song has really been a song that I have listened to and thought a lot.
