This song is about a guy that Eddie knows personally, I believe, as he announced it in the concert, where he played this. Check youtube out and you'll find it.

This man was unrightfully charged with a crime that has led to him being sent to death row. Whilst there, waiting, he finds a woman that he falls in love with.

I needn't say more, the lyrics speak for their beautiful selves.
