I believe Elton wrote this song right after "The sun" had published those horrible things.

it actually is all about eltons struggle with cocaine use. we was addicted to coke for years and finally went to rehab. so when him and bernie got back together for his last album they wrote a song about his struggle. Three days on a diet of cocaine and wine And a little weed just to level me sometime .its all there.
This song is about BT in the 1970's. After reaching the top of the music industry Bernie became indulgent in alcohol and drugs. The great success they had came crashing down. This was partly because that extreme level of success is never sustained. Also the drugs and general burn-out played a role as did EJ's coming out of the closet which in that era caused a dramatic fan backlash.
BT often writes in a not so direct way and weaves two disparate stories together. Here he tells the story of drug excess and weaves in the tale of their lost popularity commercially with the allegorical house falling down.
