I believe this song is about America. The Americans fought in both World Wars and kept bases over in Europe decades after the last world war ended. The first two lines describe the American flag. The Cowboys did, with the help of the Soviets, save western Europe from the Nazis.
Genius song.. when you listen to it for the first time and don't pay that much attention to the lyrics, it seems like one of those good soft new wave songs of the 80's, but then when you focus more on the lyrics it's got such a powerfull message using sarcasm... genius to "hide" that in a soft, chill sound, in my opinion.
Not that the lyrics and the music don't combine well.. they do, a lot.
Yeah, it\'s obviously about right-wing "tough guy" talkers like Reagan, Bush, Trump, etc. and even Putin and Thatcher - who act like they are cowboys but in reality just send other people\'s kids to kill and die to make rich people richer. The same kind of stuff we are still dealing with.
