One of my favorites of the whole group.

The author is in love, but it's not reciprocal at the start of the song. That breaks his heart, he's sad, but he really loves the person he is directing this song to, and just the thought of her brightens his day. Summer is the happiness and lightning is the sadness that unreciprocated love brings, and he's feeling both at the same time.

What I'd like to point out is the instrumental break in the middle of the song. It's energetic and, personally, it cheers me up. After that, he does not sing any more sad lyrics, like he does before the first two choruses. And keep in mind that after this, we've got Mr. Blue Sky. I think this means that after striving so much for this love, he's finally with her, and that fills him with joy. Finally the rain and the lightning stops to reveal the blue sky.
