I sort of take this as a you will reap what you sow theme. That is, if you allow yourself to be lead by the leash by others than there is no one to blame but yourself (yet we will try to blame those that lead).
To me this song is saying it doesn't matter if you were "just following orders" (the normal, what everyone else did) ... you made the choice to be on the leash so therefore you must reap what you have sown with that choice. Or in other words, choose not to be lead around by a leash!
