This is about somebody who has time and time again been through failed relationships and eventually hits rock bottom, but was saved by a new lover. The speaker insists that no matter how many times he has failed and how likely it is that this one will fail too, he will fight to keep it together.
This idea seems to be communicated through Cornell's comparison of the situation to the rescue of a stray dog; someone who could not fend for itself and was saved by the good of another.
Wow, after listening to the new album, I have a different favorite song every time...this just may be it. The guitar during the verses is amazing, this sounds like a gem off of Soundgarden's Down on the Upside album...no, scratch that, this is a an Audioslave gem...Audioslave are so good, I think it's about time we stop making comparisons to their old bands.

While I agree with Runningace18's comments about the failed relationship, I actually like to believe that this is a song sung in a first person account of an actualy dog. When listening to the song, I actually find it quite touching. I like both ways, but listening to the song sung by Chris as though he was an actualy dog singing to his master makes it grow on a whole different level.
That's the beautiful thing about Cornell's lyrics; in almost all cases they can be interpreted correctly in many different ways and take on many meanings.

This is the only song on Revelations that Cornell completely wrote himself.
Considering the recent breakup, maybe Cornell wrote this song with the bands demise in mind.
