I've heard it said that this song is about Andy Warhol. I doubt it. It sounds like a pretty faithful synopsis of the 1960's Hungarian film called "The Falcons", where a guy runs a falconry centre like a facsist state until the rains come and drown all the falcons in their cages. At least that how I remember it. I saw it in about 1972 and haven't seen it since, but it made an impression on me and this song always reminds me of it.
