This song just embodies and creates "hope" somehow, in spite of most of the negative imagery. The meaning is pretty direct, it is about being beat down by a long day/long life that seems to be full of nothing but lowlights. Ira's simply asking his partner to crawl away to an escape (either to bed or completely away from where they were before) to try to be happy again.
The title of this song is "Night Falls On Hoboken", not "Over Hoboken".
