The song is about Ric being completely head over heels for a chick, but she's only interested in seeing him when she's in the mood. He tells her "all I need is what you've got" and how "he's flying like a cement kite" when he's around her. It would appear they have sex - "uh oh, I touched your star" and "it felt so right" but then she says "with me, it's touch and go." And that phrase is banging around in his head as the song fades out. He wants to love her so badly, but she was only into him for the moment.
It's amazing how many high-minded sophisticated interpretations people will come up with for songs that are just plain and simple about sex. Ric/narrator is dating a woman that is only interested in giving and receiving manual sex. She likes to give Ric/narrator handjobs and he fingers her. Ric/narrator is unsure about this because he'd like to have vaginal sex too and also actually develop the relationship further (neither of which she is interested in), but on the other hand, he's so attracted to this lady, and she does in fact get him off. I think that Ric is dating a girl and even though he is very into her, she will not have sex with him. Every time they get close (I touched your star), she pushes him away. This song seems to me like a lot of Ric's themes in his lyrics. Like he's in some situation with a tough guy or bully and he's just giving us his side of the situation as best he can. In this case the bully has him in a straight jacket situation yet he's being a pussy about smoking weed and that weakness satisfies Ric's sense about the situation.
