I think that a relationship is one way to see it, but if you think about the concept behind the rest of the album I think it is talking aobut government and how the government has abandoned us as citizens and doesn't stand for the same ideals and motivations as the people it represesnts
yeah, this is concept - not a relationship. althought a lot of their songs can be seen in both ways.
