I believe this means that the boy who has the kid is seventeen, but because he won the custody of his kid and has taken the responsibility of caring for a child at such a young age, it makes him mature; hence: he acts like he's twenty-eight even he is seventeen years old.
the rest of the song is about how Kimya wishes that she could settle down or be like a fish, but she's a turtle. turtles move around all the time, they never stop traveling. she's saying she can't ever stay in one place.

I think she's saying her real home is inside her, so she can go anywhere she wants and she will always feel at home, or something to that effect.
