Napolean's last name was Boneparte =]. Dunno about the "General ___" bit, though. And it probably is "Sweet Anne"
Anyways, this song is second best on the album after Dead Zoo. It seems like a song about a guy who was left by a girl and is too hurt to see her again.

First, it's "Listen now my sweet Anne"...
The confusing part is the bit about General Haig vs. Napoleon Bonaparte.
There are two famous General Haig's...One was a British commander in France during WWi who was infamous for his lack of concern for the life of the ordinary soldier and sent thousands of British soldiers to their deaths in an effort to "wear out" the Germans. The second is probably even more famous in the US as the Secretary of State during the Reagan presidency. This General Haig worked for Nixon first and helped to negotiate the American withdrawla from Vietnam and then worked for Reagan in the 80's. When Reagan was shot General Haig is most remembered by announcing on television that "I am in charge here..". Since the US has clear rules for who succeeds the President if he has a health emergency, this was controversial....General Haig was clearly not "in charge " and had no right to claim he was. Not knowing which Haig they are talking about makes it difficult to understand what the lyricist is trying to say.

I think it's Douglas Haig (WWI) - the personality seems to fit better, but it's really impossible to tell without asking finding out directly.

I believe this song depicts a romance of his where he has made a mistake. Now the desire to be back together is haunting him. He then refers to Haig vs Boneparte as he will continue to keep taking casualties in the hopes of this woman than retreating such as Boneparte did (island of St. Helena). This is nicely followed up by the pleading of her image to leave and followed after that by the thought of her being gone to express that it is still there. Then the last two verses are repeats of the first two to represent the looping thought that her leaving him will always torment him. Taking casualties like Haig.
