Many say this is definitely about the Sealand base, but I prefer to think its about the micronation, Sealand, which lies on an old military fort off the coast of England. The hammering sound near the end makes me think of the people fixing it up with iron, the waves crashing in below.

Just watched an article on BBC sport about the national team of Sealand, which led me to this page...

I recall chatting to Andy McCluskey after a gig many years ago, and asking him about the meaning of a couple of songs - he confirmed that Stanlow is indeed about the oil refinery, but categorically said that Sealand was NOT about the military base in North Wales. He didn't say what the song is about, but I would go with your guess about the sea fort.
