I recall chatting to Andy McCluskey after a gig many years ago, and asking him about the meaning of a couple of songs - he confirmed that Stanlow is indeed about the oil refinery, but categorically said that Sealand was NOT about the military base in North Wales. He didn't say what the song is about, but I would go with your guess about the sea fort.
