I think this Album is basically for his son! I thought maybe this other song on the album was about him, but when i read the lyrics to this one it made me really think of his son with cerebal palsy. Communication was a big problem between him and his son. Neil had to find a different way to do it.

As I read in Wikipedia, this album was inspired by the therapy his son was undergoing at the time, but it seems this inspiration determined the sound of the album, not its lyrics.
