Something about southern U.S. cities and racism is how I view this song, though that may be because I was recently down there in Alabama. Birmingham seemed like a town that cannot forget its past, and would fit this song well. I know "murder" can refer to the crows, but it also seems to be somewhat literal.
If anyone knows the history of Avila, Spain, and whether this song is specific to that town, please add.
