To me the last lines sound like:

I think it's a reference to the symbol of the double-headed eagle, which is associated with many powerful groups and governments like the Holy Roman Empire, the Byzantine Empire and Freemasonry.
I agree, pretty sure the last lyric is supposed to be "the most powerful symbol a two headed bird," the cover of the album depicts the lyrics of this song and on it you can plainly see a two headed bird, and as you said it is used by many powerful organizations. I was looking for those lyrics online too, but you and I seem to be the only ones that hear it this way! Let's get these lyrics changed!
