I think it's saying that war is hell, or at least they are comparable (if hell is a war, is war hell?), that there is great loss, suffering, and pain due to war. The families split apart and the lack of control for the ones who suffer, to the ones who suffer the most from it, it's like a living hell.
That's what I got from it, anyway.
