I interpret the opening line to be very much like a one sided dialogue: How long? - as in "How long until we are together again?" - then: I said...
I interpret the opening line to be very much like a one sided dialogue: How long? - as in "How long until we are together again?" - then: I said so long - as if the other person asked them to repeat themselves and he changes his response to "So long" or "Goodbye".
The rest of the song is up for personal interpretation but I think the last line is referring to the guy going crazy from being away from her, thus waving his mind goodbye. Then the final "Goodbye" going back to the dialogue saying a final farewell.
I think Ben talks to his girlfriend and tells her that he "needs" her so that he doesn't cheat on him but also leaving her the option of leaving him.
