I think it's just a reminiscence about the good old days. The actual song is slightly incogrous, coming as it does on the album containing otherwise a clutch of throwaway lines.
Reminds me of William Carlos Williams, Rudyard Kipling and Dylan Thomas rolled into one. Very lyrical and utterly poetic.
