The verdelet is the master of ceramonies in hell, this song i think is about him preparing to "welcome" new souls into hell, and his contempt for the world of men.
"Verdelet" is a term of the same punishment for a deed = arm for an arm, tooth for a tooth, just like the code of Hammurabi.
