I lived in Tucson and was married to a gold geologist who worked with Melvin Joseph See at Gulf Resources. Mel was married to Linda McCartney, before she married Paul. Jo Jo, refers to my Melvin Joseph See.

I don't think there are any hidden meanings here (except for possibly the 'California Grass' reference). I think it's Paul taking some really, really simple lyrics (and a simple song) and making something of it. I don't think most artists could record a song like this as musically successfully as the Beatles/McCartney did.
Paul wrote this song after Epstien (the beatles' producer) died and after yoko ono hooked up with john lennon. This song was not recorded with john for a reason: "Jojo" was the name used in the stead of "Yoko" in this song. this was telling yoko to "get back to where you once belonged." and get out of their lives.

There was an earlier version where John sang lead, although the words were different, Don't want no Pakistanis taking the Englishman's Jobs. This is one of the few songs John played lead on. Have you seen the video from teh rooftop concert of this song. John looks like he loves the song.
JoJo was most likely Joe See, Linda's ex-husband from Tucson Arizona and hanger-on at the time. "Get Back Joe. Go home!"
You are exactly right about the first part. My husband worked with Mel, as geologists, in Tucson. Not sure about the "hanger on" part, though. Mel was a straight up kinda guy!
