This song is fucking brilliant and I'm pretty sure taboo VI is the best mountain goats album there is
I think this is about when JD was sick for a long time, and so spent a lot of time indoors. Then when he went out for the first time in a while, it was a strange experience, so new flowers had been planted in the park for example. I think the song captures that feeling of alienation well, as if feeling a stranger to your own town, and even your own body: "Whose bones are these?"
