I may be completely wrong about this, but...A guy is in a relationship that he is about to end. He is dreading breaking the bad news to her; therefore, he wants the stoplight to turn red so that he has more time before he has to tell her.

Andy explained this song at one of his concerts because everyone kept getting the meaning wrong and using it as a love song when its actually a break up song...
