I think this song is about a relationship that never got the chance to succeed ("star-crossed, you and me"); a relationship in which both of the participants have moved-on with their lives but both have always truly wished they were able to be together... their love and desire for each other is always in the background and it can't blossom and flourish because of their circumstances, so they will be "forever blue"... "wait for me" might mean that both secretly they wish for some change, perhaps the afterlife, that will allow them to be together.
Apparently this is about mortality..a sort of acquatic version of ashes to ashes/dust to dust.
This song conjures up images and memories of my youth: sitting on the grassy dune with my surfboard in front of me, watching the surf, watching the tide, counting sets and waves and timing their intervals, studying where the rips are forming and dying, visualising the shape of the sand banks by the way the waves break with the swell direction. Blue sky above, blue water beyond. Sitting there with all the time in the world, relaxed, non-stressed, enjoying being 15, taking in my surroundings.
This song is neither living in past sadness, or really anxious about an uncertain future. It's a radical acceptance of a dark space that is never completely black. As the light from a midnight moon, black turns to blue. Light is always leaking in and when you realize this you are at blue peace
