Some might think this about a relationship in the general sense of the word but to me it's about the decadent relationship we have with money and capitalism in general.
"do you breathe the name of your savoir in your hour of need" - this is referring to the saying - there are no atheists in foxholes -
Why would one taste "blame" in the name of their savior? Because this savoir is money the tool with which we indulge our consumerist urges. Why should one be blamed for wanting money? Because there are billions of people who live in poverty, pocket change to you could feed them for months hence
"don't walk away when the world is burning" - "Implication insinuation and ill will" - we ignore the state of the world because all that matters to us is being able to go out and have fun.
"its all a game" "avoiding failure" for "things we don't need" - the dog eat dog world of free market capitalism.
the chorus is about how empty the singer's life is without money - by feeding the rain he means "spend" because money makes our world go round - by spending you're throwing more money into the cycle - this might not make sense to people who haven't seen a national income diagram.
On the surface it might be about what other people above me have mentioned - but this is what I believe the song is underneath. We are left with the message

I think its about a man who avoided his lover and ran after money. They had fight about it, but he never listened to her. At one point she decided to leave him. And this basically woke him up and as the song goes he asks her to stay with him. In the song he basically says that how love is now more important to him than anything else and that if she leaves him he will not able to take it.
It is the best song of poets of the fall. His manly voice makes it alive and sad, all at the same time. I like the part when he says "Don't walk away, don't walk away, oh, when the world is burning Don't walk away, don't walk away, oh, when the heart is yearning" It shows that he is falling apart.
Poets of the Fall has such wonderfully deep and amazingly well written lyrics. <3
I have no personal interpretation of the entire song, but this small bit seems like life in six words:

Life explained in six words...shakes head Damn. There are many ways to explain life, obviously. This being one of them. One very good one, at that. And I am quite envious of the talent here, though I'm glad it's out there. :)

To me it's about troubles in a relationship where both people feel love for each other, but things just don't seem to work out, even though they've tried to make it better. I love this song, it's creepy, desperate and depressing but also beautiful.

savior could mean spiritual savior, especially with the word blame in the second line - in that blame would come from religious guilt. but savior could also be the "other man" in her "hour of need". the middle two basically talk of this acid building up between them - their communication losing directness. in the last line, red cape and foil... jeez... i'm thinking it could be a dual meaning again between the devil (religious again) and superman ("other man"). the devil implication would be that more generally she does something horrible while the superman implication specifically means that she gets with this other man. foil could mean shiny & new in that grass-is-greener concept.

What about this line 'before red cape and foil come closing in for the kill'? I absolutly cannot figure out what that means...
I mean, I know a foil is a sword used in fencing and that a red cape is what matadors use with bulls...but does that have anything to do with it?

think i messed up on red cape and foil. foil is more likely a reference to dueling/fencing. red cape still makes me think of a superman type of "other man" in that grass-is-greener context whereby closing in for a kill seems more applicable in how he and this other man are battling this duel for her. ya... and savior is definitely not a kind of religious savior. it seems like a direct metaphor to this other man in a song of indirectness and insinuation.
'Of implication, insinuation and you will' should be 'Of implication, insinuation, and ill will', otherwise the next line...'till you cannot lie still'...really doesn't make sense.
Awesome song.....i agree with ppl here that this song is about differences in a relationship... the breaking down of a relationship and the desperate plea of a partner(well can b a male or female....surprised by how sexist ppl are...just cuz its a man singing doesnt mean its about the man)....brilliantly done in the sense that it tells the tale of how relationships crumble and fall(hence i think "the Carnival of Rust") var explained it really well lyric by lyric....i just wanna add that i think the fencing bit is just the persons in the relationship fighting and putting the blame on each other.... dancing like foes in fencing before the fatal blow...and dancing dangerously like a matador....trying to evade the bull of truth....
