This is definitely one of my favorite Why? songs. It's creative and random.
i think it's about how rain always makes you reminisce and think of things, and how you could have changed the outcome based on what you did/didn't say
My take is that this songs refers to how our "empty breaths", which are things we say that never reach anyone or are never said out loud, are made up of air and water vapor. This vapor evaporates into clouds where it condenses and eventually, is transformed into rain. So everytime it rains, we are reminded of how we wasted those breaths by not saying anything.
