It's quoted from an episode of Cops. Some woman was in a police car being arrested and started saying the vampire lines. The other voice is what the cop was saying.

dang, man, this.... this whatever it is, since it's not a song, is freaking weird. they must have been high. seriously. not that that's a bad thing. well, okay, getting high is a bad thing. don't do it, boys and girls. but it's not a bad thing that this came out of it. oh, dang. hee-larious.
I'm pretty sure it's "Very Polite Vampire" not "Vamp-white". In the episode of Cops this was taken from the police officer goes on to tell the woman screaming the vampire stuff that she isn't being very polite.
