This song is most probably about the narrator's longing for some sort assurance that his partner's heart is as true as his. The thing islike a lot of other Blue Nile songs, mood functions over narrative here. Paul Buchanan paints such amazing visuals with both his lyrics and his arrangements. Whenever I listen to Hats, it conjures this foggy, blue, deserted urban landscape.

I agree with this interpretation also. The plaintive way he sings "How do I know..." indicates his uncertainty. Wandering down the empty streets and seeing the Downtown Lights reminds him of times and places where he\'s had the most wistful feelings of love and loves lost.
