I see this song as quite apocalyptic: this song brings to mind nuclear warfare destroying the entire race. The singer to me is the last person left after the nuclear holocost, and he's reflecting back on the triumphs of the human race, and their eventual collapse and death.

The allusions to wind and voices remind me of the nuclear wind after an atom bomb is detonated, and the singer knows that all is lost and the winds carry nothing but the ashes of the human race.
