i think it's about not being able to say 'I love you' to someone who you actually do love

...and more recently, in the 20th century, the phrase 'a real piece of work' has been coined. This means almost exactly the opposite of Shakespeare's meaning, i.e. 'a really bad person, lacking morality and scruples'.
Another favorite of mine. I can somehow relate to the lyrics very well, even if I haven't figured out yet which girl in my life I am relating it to :D
This song always makes me think of 'The Picture of Dorian Gray'. The painter, Basil Hallward paints nothing and nobody but Dorian. As he tries to explain this to Lord Henry Wotton, he says, "I couldn't be happy if I didn't see him every day. He is absolutely necessary to me [...] He is all my art to me now", meaning that, since he met him, he sees the world differently and that Dorian is the greatest inspiration he has ever known. Although Basil says that Dorian is IN his every work of art, rather than being a work of art himself, I think the situation is similar to the one portrayed in this song.

He's admiring someone from a distance ("somewhere there's a someone" who can soothe him.) He doesn't want to reach out and connect because he has no heart. He is simply satisfied in knowing that not every human on the planet is an ugly monster (which is what perpetuators of the Evil Industry are.)
