i think this song deals with the idea that the attacks of 9/11 were perpetrated by the US government in order to provide justification and support for the war in iraq. certain lines stand out to me: "you can't fake the nerve, when all the silence breaks." the silence broke the moment the planes struck the towers. "what's the motive behind the act." "so it's an attack, and that's what it takes." it took an attack on our country to bolster support for the war.
