I get the impression that it's about a prostitute? Just because of the first couple of lines really. I think the singer is basically saying although everyone reckons this girl is immoral and evil or whatevs she's actually an innocent person. Maybe she's just lost her way or come into trouble somehow? But she'll be forgiven.
