I think it's highly likely that Sloopy is a prostitute. The lyrics scream it if one can decode them. "Sloopy wears a red dress as old as the hill." Red Dress in songs is almost ubiquitous for a prostitute. As old as the hill seems to be referring to the world's oldest profession (funnily enough seen in other primate species when the concept of money has been introduced).
Sloopy is a street walker, walkin walkin down the street. Don't worry Sloopy you belong to me, because I just bought you (prostitution is also a form of wage slavery).

I've always thought (from age of 3) that Sloopy is a young girl on a rollercoaster. Half way through the ride she is thrown head first onto a big wheel and is hanging on till the firemen arrive. I could be wrong however!
