"California über Alice" is a play on the title "California über Alles" (a song by The Dead Kennedys) which means "California Above All". That in turn was taken from a line from the WW2 German National Anthem that said "Deutschland über alles" (Germany Above All).
The song is singing about California secededing from the 50 states & becoming independent.
