it has been proposed that the lyrics refer the band members and simon napier-bell, with the manager being the narrator of the song

I've just sussed out what the song's about. Heroin addiction. Or maybe drug addiction in general.... It's about the choice; getting away from it all...the city and the drugs, or staying put and wasting away to the drugs. "Boys, when these driving hands push against the tracks Boys, it's too late to wonder why" "tracks" are the scars left by previous jabs!
