The Quote is from a speech by psychonaut Terrence Mckenna, I believe about DMT, and his experiences. The song as a whole probably reflects this and the commonality between the presence of other beings in DMT hallucinations.
Yeah this is about smoking DMT. The reference to 'machine elves' and 'jeweled self-dribbling basketballs' appears in his other commentaries on the subject as well.
Its about recurring hallucinations during DMT trips.
An interested connection I just realized...
I was listening to Pink Floyd's track "The Gnome" off of The Piper at the Gates of Dawn and I realized that it has the lyrics "Another way for gnomes to say hoooooooooray". The lyrics certainly came before McKenna's speech. They may or may not be related.
