Personally, I think this song is simply about the English country-side, much in the same way that Penny Lane was about a bustling downtown area.
I've just seen an interview of Paul saying that this song was inspired by an old english woman, who was kinda snobbish and had expressions such as "Would you care a cup of tea ?". He also thought about Dickens who said "Peradventure" very often.
So, I think this song's about the english snobbery.
