It sounds to me like the protagonist lives in a small town full of judgmental gossipers, and he is leaving for a more inclusive anonymous big city (hence "waiting for the train/no reason to remain" etc. I listened to and identified with this song a lot when I was 16 and moved away from my hometown for that exact reason.
